The value of aluSerialMddbReportAlarms determines if the
the following alarms for branches belong to the Mddb should be monitored.
hcmOof - Reports local HCM out-of-frame errors.
hcmRai - Reports remote HCM alarm indication.
ctrlLeadMon - (not supported)
monClockDev - (not supported)
monDataInac - (not supported)
If enabled, the alarms will be show in aluScadaBranchAlarmStatus
