The application control table.  This keeps track
of the applications that use Gppcv2, the policies
set by these applications, and information on
where/when/how to apply these policies.
          
This information includes the interfaces and VLANs
where the policy should be applied, whether it
should be applied at ingress or egress, and when it
should expire.
          
The following limitation is in place: there can be 
no more than one policy action per SNMP pdu.
