OTDR routine task interface entry. The OTDR routine test consists of two steps, creating routine test ports (zxAnOtdrRoutineTaskIfTable), and then configuring routine task (zxAnOtdrRoutineTaskTable). NE restores to a previous state when the erroneous operations are performed. e.g. 1, When creating a port failed, NE needs to delete all the ports of this task. e.g. 2, When creating ports succeeded, then configuring routine task failed, NE needs to delete all the ports of this task.
