The usage status of OTDR interface.
used(1): Health test has been run successfully.
unused(2): No test parameter profile is bound to the port and the
health test never runs.
preconfigured(3): Test parameter profile is bound to the port.
reserved(4): The port is reserved by administrator.
Test parameter profile cannot be bound to a reserved port
and the health test cannot run on it.
