OTDR fast test interface entry.
The OTDR fast test consists of two steps,
creating fast test ports(zxAnOtdrFastTestIfTable), and then
starting fast test(zxAnOtdrFastTestSn, zxAnOtdrFastTestAction).
NE restores to a previous state when the erroneous operations are
performed.
e.g. 1, When creating a port failed, NE needs to delete all the
ports of this SN.
e.g. 2, When creating ports succeeded, then starting test failed,
NE needs to delete all the ports of this SN.
