This object configures the threshold for the number of severely 
errored seconds (SESs) within any given 1-day performance
data collection interval.  If the value of severely errored 
seconds in a particular 1-day collection interval reaches/exceeds
this value, a zhoneVdslPerfSessThreshNotification notification 
will be generated.  No more than one notification will be sent
per interval
