to generate a pingProbeFailed NOTIFICATION.
              
Setting pingCtlTrapGeneration
to probeFailure(0) implies that a pingProbeFailed
NOTIFICATION is generated only when the number of
successive probe failures as indicated by the
value of pingCtlTrapPrbefailureFilter fail within
a given ping test.
