over a pseudowire,the PW's local label must be able to 
determine that the packet was in fact  received over a 
pseudowire associate with a particular pseudowire,
and disposites the packet.In an MPLS-enabled IP network,
a PW local label is an MPLS label used to identify packet 
with a PW that belongs to a particular Virtual Private Network.
