Detection condition : When 3 consecutive PLOAM messages of ONUi are missing after the
OLT issues SendPLOAMU request for that ONU
Action : Send 3 times Deactivate_ONU-ID messages. Generate Loss_of_phy_layer_I
notification.
Cancel condition : When the OLT receives a PLOAM message corresponding to its PLOAM flag
in the Operating state.
