This notification is used to notify the management system when a threshold 
crossing alert (TCA) is detected or cleared. The TCA change notification 
'on' will be sent at the crossing of the threshold; the TCA change notification 
'off' will be sent at the end of the 15-minute period since that is when the 
counters are reset to 0x00.
