This attribute is used to activate/deactivate the ATM cell scrambling function. This
attribute is only present for ATM interfaces where ATM cell scrambling may be controlled,
i.e. enabled(1) or disabled(2). Upon autonomous instantiation, this attribute is set
to 'enabled'.
