This attribute is used in conjunction with the Unmarked Frame Option attribute. If unmarked
frame option is 2('zxGpon8021pMapperUntagFrmInd' is tagFrmToVal), this attribute contains 
the default P-Bit priority setting that will be applied to the frame.  The P-Bit marked frame
will then be routed to the GEM Interwork Pointer as indicated by the P-Bit to Interwork Pointer
mappings above.
