Only when zxAnGponSrvResoureIdAssginMode is 'manual' that
this attribute can be configured. 
If this attribute is not configured, it will be auto assigned by 
OLT.
When zxAnGponSrvCapabilities bit 5 value is 0, Port-ID ranges from
129 to 4095.
When zxAnGponSrvCapabilities bit 5 value is 1, Port-ID ranges from 
256 to 4095.
