The weight is used for T-CONT bandwidth allocation.
It is valid when zxAnGponSrvBwPrfType is type4(4) or type5(5).
First, bandwidth is allocated according to 
zxAnGponSrvBwPrfPriority. If some T-CONTs have the same priority,
and then bandwidth will be allocated according to the weight values
between these T-CONTs.
The value 0 indicates disabling this function.
