Index number of a PON traffic container associated with a
VPL definition.
              
NOTE: MULTIPLE VARBINDS ACROSS THE VPL TABLE AND
THE VPL EXTENSI0N TABLE ARE NOT ALLOWED!  It turns out that
anyone trying to set just the traffic container index would
inadvertantly try to create a Vpl with default settings.   
To set the traffic container field, the Vpl must be created 
first.
