scalar mandatory OctetString 
A bitmap defining the switch status, whether it is functional or not.
The list should start with the MSB. 
Value of each bit:
		0  -  the switch is not functional 
	1  -  the switch is functional
	The mapping is:
	Bit 0 : Left DomainX
	Bit 1 : Right DomainX
