This object gives the exponent part of the Media Pre-FEC BER average.
It is represented in powers of 10. The mantissa part is 
defined in xklClientHostSideRxBERPreFECAvgMantissa. 
Media Pre-FEC BER average is expressed in Scientific E notation 
with two decimal places.
              
Example: The value -11 represents the exponent value of 10 to 
the power of -11.
