It is represented in powers of 10. The mantissa part is
defined in xklChannelHostSideTxBERPreFECCurrentMantissa.
Host Pre-FEC BER current is expressed in Scientific E notation
with two decimal places.
Example: The value -11 represents the exponent value of 10 to
the power of -11.
