Near end access: read-write
Far end access: read-write (Traffic Node), read-only (MLE)

Note that setting far end xfTermCapacity will remove far end traffic cross connects.

oneStm1oneE1(14) and oneStm1oneE1at50MHz(17) has
the same capacity and modulation but at different
bandwidth, hence the two values.

Capacities above 2xE1 for MMU2 B OFH, MMU2 C OFH,
ATU and ATU B OFH are under license control.
