Enables or disables auto negotiation of the PHY.
              
* **forced(0):** Forces the speed and duplex defined by
  `cfgNetEthSpeed`. Only 10Mbit and 100Mbit rates are
   allowed in forced mode. 1000Mbit requires the mode to be
   auto.
* **auto(1):**  Advertises the supported auto negotiation
  defined by `cfgNetEthSpeed`.
              
Applies to AP and STA.
