downstream transmit PSD over the subcarriers used for downstream.
It ranges from -900 to 0 units of 0.1 dBm/Hz (physical values are
-90 to 0 dBm/Hz).
A value of 0x7FFFFFFF (2147483647) indicates the measurement is
out of range to be represented.
