Minimum Reserved Data Rate on Upstream direction.  The
minimum reserved net data rate for the bearer channel, coded in
bit/s.  This parameter is used only if the Rate Adaptation Mode
in the direction of the bearer channel (i.e.,
xdsl2LConfProfRaModeUs) is set to 'dynamicRa'.
