false - System is not in auto_state.  CIT
enable/disable is done by ifAdminStatus.
true  - System is in auto_state.  CIT
enable/disable is done by the connectivity
status of source_ip.
The CIT port will be disabled when the source IP
is reachable and enabled when source IP becomes
un-reachable.  Provisioning of this attribute is
restricted to administrators only.
