If a unit is disconnected due to over-voltage, the line voltage has to fall below this value before the unit re-connects the AC input connection. The maximum value allowed is dictated by tlpAtsConfigHighVoltageTransferOld. The minimum value allowed is dictated by the greater of tlpAtsConfigSource1TransferResetOld and tlpAtsConfigSource2TransferResetOld. If not supported, this value will return ERROR_NO_SUCH_NAME.
