The value of tnSvcArpHostTableLastChanged indicates the
sysUpTime at the time of the last modification of an entry in the
tnSvcArpHostTable.
If there were no changes in the table since the last re-initialization
of the local network management subsystem, then this object
contains a zero value.
This is currently not used and always returns 0.
