When tnSapTlsLimitMacMove value is set  to  'blockable'
the  agent will monitor the MAC relearn rate on this
SAP,  and it will  block  it  when the re-learn rate
specified  by  tnSvcTlsMacMoveMaxRate  is exceeded. When
the  value is  'nonBlockable'  this  SAP will not be
blocked,  and  another  blockable  SAP will be blocked
instead.
