VLAN id to be used to overwrite the preserved VLAN id
in the packet.
              
An 'inconsistentValue' error is returned when an
attempt is made to set the value of
tnSapIngressVlanTranslationId to other than '-1' and
tnSapIngressVlanTranslation is not set to 'vlanId'.
