The value of vRtrStPSrv6BindingSidAddr specifies the binding SID for a
non-local SRv6 policy.
              
vRtrStPSrv6BindingSidAddr must be configured if the head-end of the
policy is not the local node.
              
Binding SID address (vRtrStPSrv6BindingSidAddrType,
vRtrStPSrv6BindingSidAddr) and locator (vRtrStPSrv6BSidLocatorName)
can't be both configured at the same time.
