The value of svcVprnBgpAutoBindStatBlkholeFst modifies the next-hop
resolution sequence.
              
When svcVprnBgpAutoBindStatBlkholeFst is 'true', the next-hop
resolution sequence for all imported VPN-IP routes is modified to
first check if there is any static blackhole route in the VPRN route
table that can resolve the BGP next-hop. If there is, the VPN-IP route
is resolved and programmed with a blackhole next-hop. If not, then TTM
lookup is performed using the normal set of resolution options.
