The value of svcTlsProxyNdUnknNghSolictFlood specifies  whether the system floods
Neighbor Solicitations into the VPLS service (to EVPN destinations and
SAPs/SDP-binds).
              
When set to false, the router does not flood NS messages irrespective
of the command evpn flood unknown-neighbor-solicitation.
