[CAUSE] The trap svcEvpnVxVTepLclBiasAddFailSet is sent whenever local
bias cannot be enabled for the Vxlan VTEP svcNotifInetAddr, due to
system limits.
          
[EFFECT] Vxlan local bias might not work correctly for all services
with ethernet-segment shared with this VTEP.
          
[RECOVERY] Configuration change may be required.
