The svcEPMCEPPassiveModePassive notification is generated when multi-chassis endpoint on a multi-chassis peer in passive-mode (of multi-chassis peer) becomes passive-mode passive by detecting at most one active spoke-sdp in the multi-chassis endpoint with 'pwFwdingStandby' bit set per sdpBindPwPeerStatusBits object.
