This value should always be set along with

is returned.
              
When the value of custMultSvcSiteEgrAggRateLimitHi along with the
value of custMultSvcSiteEgrAggRateLimit is set to 4294967295
(0xFFFFFFFF), rate for this multi-service site indicates maximum total
rate.
