An 'inconsistentValue' error is returned if the value of
sdpBindCtrlChanPwRequestTimer is set to non-zero when value of either
sdpBindCtrlChanPwRetryTimer or sdpBindCtrlChanPwTimeoutMult is also
set to zero.
