to use provisioned SDP when available.
An 'inconsistentValue' error is returned if pwTemplatePreferProvSdp
is set to true when pwTemplateUseProvisionedSdp is set to false.
An 'inconsistentValue' error is returned if pwTemplatePreferProvSdp
is modified after creation of the entry.
