The value of the object tVirtualSchedulerPortCIRLvl specifies the port priority this scheduler will use to receive bandwidth from the port-level scheduler for its within-cir offered load. An 'inconsistentValue' error is returned if the value of tVirtualSchedulerPortCIRLvl is set to non-default value when the value of object tVirtualSchedulerUsePortParent is 'false'.
