An 'inconsistentValue' error is returned if tVirtualSchedulerCIRPercent is set to non-default value when the object tVirtualSchedulerRateType is set to 'kbps'. An 'inconsistentValue' error is returned if the value of tVirtualSchedulerCIRPercent is set to non-default value when tVirtualSchedulerSummedCIR is set to 'true'.
