Defines an entry in the tSharedQueueTable.
Entries are created/deleted in this table by SNMP sets to
tSharedQueueRowStatus.
An exception to this rule is the default queue. The default queue is
created/deleted as a result of the creation/deletion of a new queue
policy in the tSharedQueuePolicyTable.
