probability, as a percentage, when the queue depth reaches
tSapIngPolicerSlopeMaxDepth. The drop increases steadily from 0 at the
tSapIngPolicerSlopeStartDepth up to the tSapIngPolicerSlopeMaxProb at
the tSapIngPolicerSlopeMaxDepth.
              
This object is obsoleted in 14.0 Release.
