the administrative CIR specified by the user.
              
This value should always be set along with tSapIngPolicerAdminCIRLo,

When the value of tSapIngPolicerAdminCIRHi along with the value of
tSapIngPolicerAdminCIRLo is set to 4294967295 (0xFFFFFFFF), rate for
this queue indicates maximum rate.
