policy is using egress-policer for dot1p inner marking.
              
When tSapEgressUsePolResMrkDot1pInner is set to 'true', it enables
using egress-policer result (in-profile vs. out-profile vs. exceed) as
a criteria which value dot1p-inner bits will be marked with.
