tSapEgrPolicerSchedCIRWeight are mutually exclusive to
tSapEgrPolicerSchedUsePortParent, tSapEgrPolicerSchedPortLvl,
tSapEgrPolicerSchedPortWght, tSapEgrPolicerSchedPortCIRLvl and
tSapEgrPolicerSchedPortCIRWght.
