the administrative PIR specified by the user.
              
This value should always be set along with tSapEgrPolicerAdminPIRLo,

When the value of tSapEgrPolicerAdminPIRHi along with the value of
tSapEgrPolicerAdminPIRLo is set to 4294967295 (0xFFFFFFFF), rate for
this queue indicates maximum rate.
