otherwise an 'inconsistentValue' error is returned.
When the value of tQosPolicerArbiterRateHi along with the value of
tQosPolicerArbiterRateLo is set to 4294967295 (0xFFFFFFFF) rate for
this policer control policy arbiter indicates maximum frame based
bandwidth limit.
