hardware aggregate shaper scheduler.
              
An 'inconsistentValue' error is returned if
tQosHwAggShapSchPlcyMaxRatePrcnt is set to non-default value when the
object tQosHwAggShapSchPlcyMaxRateType is set to 'kbps'.
