The value of tQosEgrQGrpHwAggShapQsQSetSize when configured overrides
the default queue set size configured at the FP resource policy. When
fp-resource-policy assigns non-shaper-queues for queue groups, we
cannot configure it. This object will always only override the queue
set size when configured at the fp-resource-policy level. The value of
0 means use non shaper queues by overriding queue set size configured
at the fp-resource-policy.
