An 'inconsistentValue' error is returned if tPortSchedulerPlcyLvl7PIR
is set to non-default value when the value of
tPortSchedPlcyLvl7RateType is set to 'percentLocal'.
              
This object is obsoleted in 13.0 release and replaced by
tPortSchedPolicyLevelPIR.
