bandwidth percentage, for priority level 4.
              
An 'inconsistentValue' error is returned if
tPortSchedPlcyLvl4CIRPercent is set to non-default value when the
object tPortSchedPlcyLvl4RateType is set to 'kbps'.
              
This object is obsoleted in 13.0 release and replaced by
tPortSchedPolicyLevelCIRPercent.
