bandwidth percentage, PIR percent, for priority level 1.
              
An 'inconsistentValue' error is returned if
tPortSchedPlcyLvl1PIRPercent is set to non-default value when the
object tPortSchedPlcyLvl1RateType is set to 'kbps'.
              
This object is obsoleted in 13.0 release and replaced by
tPortSchedPolicyLevelPIRPercent.
