column r/w Enumeration 
tPortSchedPlcyAccountingMode specifies the accounting mode of the
port-scheduler-policy. The value 'default' sets behavior where
below-cir and above-cir are counted together. The value
'separate-below-cir' sets behavior where below-cir and above-cir are
counted separately. This is possible only if the policer output for
those two cases is parented by  different levels at port-scheduler
level.
